Pier Luigi Bersani, the head of Italy's center-left Democratic Party, has handed the intractable problem of forming a government back to President Giorgio Napolitano, whose options seem fairly limited. Napolitano could try to cajole a coalition into being or appoint another technocrat government, although his chances of success appear to be slim. The uncertainty has helped unnerve markets this week.
