Wal-Mart (WMT +0.8%) says it will cut gas prices by up to $0.15 per gallon in 21 different states if they pay with a Wal-Mart debit or credit card. The effort by the retailer follows a pattern of firing up gas promotions when store traffic falls below target levels.
