If there's an upside to Dodd-Frank, it's made it less likely that a rogue trader could topple a major U.S. financial institution. The Volcker Rule sets limits on U.S. banks' ability to trade their own funds; implementation is expected to be pushed back, but most of the big U.S. banks have already sold or shuttered their prop trading desks.
