Phillips 66 (PSX) applies to build a crude oil unloading facility at its Ferndale, Wash., refinery to take delivery of oil by rail. The facility would be able to transfer ~12,800 barrels/hour, allowing a new train to be unloaded every other day, according to a filing with the Northwest Clean Air Agency. Similar rail unloading facilities have been approved at Washington refineries owned by Tesoro (TSO) and BP.
