Google (GOOG) provides a formal settlement offer to the EU to end an antitrust probe that's proving harder to put to rest than the one launched by the FTC. E.C. antitrust chief Joaquin Almunia, who in February suggested an agreement might not happen until after summer vacations are over, states the EU wants "secure legally binding commitments" from Google, whose integration of Google-run services into search results has come under scrutiny.
