Verizon (VZ) presses an appeals court to block the FCC's net neutrality rules - which forbid broadband service providers from restricting users' access to lawful content - set to take effect Nov. 20. Critics on the other side say the rules are weak and favor providers with large Net presences, like AT&T (T) and Comcast (CMCSA).
