Unlike many similar arrangements, Carl Icahn's deal to cap his stake in Dell (DELL +0.1%) at 10% doesn't prevent him from waging a proxy battle, the activist investor insists. Icahn adds he hasn't taken a $25M expense reimbursement from Dell, so that he can maintain the right to a proxy fight, and that he expects to engage in "meaningful" talks with other Dell shareholders.
