Japanese stocks open lower after Slovakia voted overnight against expanding the EU rescue fund. The Nikkei Average dips -0.7% to 8,709.21. Banks lead decliners: Sumitomo Mitsui Financial (SMFG -1.2%), Nomura Holdings (NMR -1.4%) and Daiwa Securities (DWA -1.8%). Technology shares are also weak: Elpida (ELPDF -2.2%) Advantest (ATE -2.7%). Shares of Honda (HMC -3.9%) dip after the company suspends Thailand operations due to flooding.
