"The main contender," according to a source, is that the EFSF's size will be expanded by having it guarantee the first 20-30% of any losses on sovereign paper. Such a move would boost the effective size of the rescue fund to more than €1T, theoretically enough to support the borrowing needs of Spain and Italy for at least a year.
