Pending legislation to privatize liquor sales may provide a lift to producers and distributors in 18 states, as budget problems have them willing to loosen the reins on Prohibition-era controls on the industry. Washington could be the first domino to fall, where Initiative 1183 could raise as much as $480M for state and local governments over six years through license feeds as new outlets are allowed to sell vodka and other spirits. A variety of firms ranging from Costco (COST) to Jim Beam (BEAM) look to see a boost in sales as the state measures are passed.
