    One way to ensure stronger banks would be to change the FDIC insuranace coverage from 100% to say 90% of the $250,000. If depositors bore some risk they would be more careful where they put their money.

    i can't believe you said that. why should the banks who are spending depositor's money on risky bets be less responsible for their actions? all banks do some form of investing and have risks, making them more responsible for their actions is more key than spreading the risk.
