This is par for the course in the financial industry: the money managers are never at fault, it's the individual investors that are to blame.

This at the same time Obama Admin is talking about regulatory reform of the financial industry the SEC goes out and does this "settlement". Again paper tigers in bed with Wall St. Everybody is on their own.
