Much of the burden of paying for healthcare expansion would rest on the backs of investors who face a smorgasbord of new taxes on interest, dividends, capital gains and other investment income. But reading the tea leaves of today's options action, Jon Najarian says three healthcare stocks stand to benefit: Aetna (AET +3.6%), UnitedHealth (UNH +2.4%) and Wellpoint (WLP +1.9%).

Aetna (AET +2.2%) raises its Q1 profit outlook, but quietly ahead of the impending health reform vote "when the slightest positive comment shows up in a political speech hours later." Managed care company shares are higher today, as the cloud of uncertainty begins to dissipate. In fact, BlackRock's Bob Doll foresees a rally on ObamaCare passage. (ETF: IHF)

Hitting the road to promote his healthcare overhaul, Obama turns up the heat on health insurers, saying they'll continue to raise premiums "for as long as they can get away with it." Health Secretary Sebelius today sent a letter to top insurers including Aetna (AET -0.4%) and WellPoint (WLP -0.4%), pressing them to justify rate hikes by coming clean with their costs.

Stocks are enjoying a healthy rally in more ways than one: Healthcare issues are leading sectors today. While the Senate bill that advanced early this morning toughens restrictions on insurers, it's also likely to bring more customers (video, 0:51) as coverage is extended. UNH +1.7%. WLP +2.6%. CI +4%. AET +4.4%. HUM +3.5%.

Senate probe finds U.S. health insurers (AET, CI, CVH, HUM, UNH, WLP) are spending considerably less of their premiums on medical care than official industry estimates - an average of $0.70/dollar instead of the $0.87 cited by AHIP. The report also singles out Cigna for mislabeling $5B worth of clients. Sen. Jay Rockefeller: "While health-care costs are spiraling upwards, consumers are paying more and getting less, and the health insurance industry doesn't want anyone to know what they are up to."
