    As of yesterday, American Express (AXP) leads Dow components YTD with an 83% gain, followed by Cisco Systems (CSCO) (+43%) and JPMorgan (JPM) (+42%). ExxonMobil (XOM) gets the dubious title of worst of the Dow with a 14% loss YTD, followed by Wal-Mart (WMT) (-12%).

    Credit card stocks tick lower after the Fed proposes amendments to Regulation Z (Truth in Lending) to protect consumers from several costly practices. Among the changes: prohibiting first-year rate hikes and cards to consumers under 21, and stopping creditors from allocating payments in ways that maximize interest. COF -3.3%. V -2.5%. DFS -1.8%.     July's positive credit-card charge-off data may have provided a false sense of security, as Bank of America (BAC) and Citigroup (C) customers defaulted at recession-high rates in August. BofA's charge-off rate rose to 14.54% from 13.81%, and Citigroup's to 12.14% from 10.03%. American Express' (AXP) default rate declined to 8.5% from 8.9%.
