    • Anadarko Petroleum (APC -4.3%) says it achieved first oil at its Heidelberg field, the company's second of a pair of truss spar developments in the deepwater Gulf of Mexico.
    • Lucius, the spar’s sister development, began production last January; the spars have design capacities of 80K bbl/day and 80M cf/day.
    • APC operates Heidelberg and holds a 31.5% interest; partners include Freeport McMoRan (FCX -8.2%) and Eni (E -0.5%), each with a 12.5% stake; Statoil (STO -1.1%), with 12%, and Exxon Mobil (XOM -2.5%) and Cobalt Energy (CIE -10.4%), with 9.375% each.

    • Cobalt Energy (CIE +12.3%) is up more than 10% after reporting a narrower than expected Q3 loss and updating its operations, including successful results from initial appraisals of its North Platte, Anchor and Shenandoah discoveries.
    • CIE says preliminary results of the first North Platte appraisal well are encouraging and indicates the well encountered ~550 ft. of net oil pay; initial appraisal operations suggest Anchor could be one of the largest oil accumulations in the deepwater Gulf of Mexico Inboard Lower Tertiary Wilcox Trend.
    • CIE also says operations at its Heidelberg development are on track to begin initial production in Q2 2016, ahead of previously announced guidance.
    • The company did not provide revenue results for the quarter.

    • Cobalt International Energy (NYSE:CIE) agrees to sell its 40% stakes in a pair of Angolan offshore blocks to the country's state-run Sonangol for $1.75B.
    • CIE says the agreement provides for a transition to a new operator and underscores the parties' commitment to attain the final investment decision for the Cameia development in Block 21/09 by year-end 2015 in order to deliver first oil from Cameia in 2018.
    • CIE +3.6% premarket.

    • Cobalt Energy (CIE -8.5%) is sharply lower after reporting a larger than expected Q4 loss amid $126M in impairments on a pair of failed exploration wells drilled off Angola.
    • Although CIE expects its 2015 capital and operating expenditures to be essentially flat at $800M-$900M, more than 80% of the 2015 capital program is directed toward appraisal and development projects vs. less than 40% for 2014.
    • CIE says the shift reflects the progression of its business and its intention to direct most of its capital toward turning exploration successes into production and revenue while continuing to explore at a pace appropriate for its balance sheet.
    • CIE also says it executed a commitment letter with Société Générale for a $150M senior secured reserve-based loan facility to fund the majority of its share of the remaining Heidelberg field development costs.

    • Cobalt International Energy (CIE -2.4%) says the SEC has dropped its bribery probe of the company's activities in Angola and will not recommend any enforcement action.
    • The move is an about-face for the agency, which had indicated it would take action against CIE on the matter.
    • The SEC’s bribery probe of CIE began in 2011 with allegations of an unspecified connection between senior Angolan officials and an Angolan company that was involved with an offshore project CIE is undertaking.

    • Energy stocks are hammered again as oil prices tumble to fresh five-year lows, and Oasis Petroleum (OAS -16.1%), Emerald Oil (EOX -12.7%), Cobalt International Energy (CIE -10.1%) and Canadian Natural Resource (CNQ -4.8%) are slammed more than most as they suffered analyst downgrades today.
    • SunTrust's Ryan Otaman cuts OAS and EOX to Neutral from Buy to account for their large debt loads, while Citi's Robert Morris lowers CIE and CNQ to Neutral from Buy.
    • However, Morris thinks at least some stocks warrant upgrades after precipitous declines, raising Antero Resources (AR -9.1%), Apache (APA -6.1%) and Newfield Exploration (NFX -8.3%) even while acknowledging they probably will not bottom until oil does - a common view among analysts such as Raymond James' Marshall Adkins, who writes that "trying to figure out appropriate oilfield service valuations under a collapsing oil price environments is an exercise in futility."
