    • Ethanol companies rise while refiners are off session highs after the EPA announces its renewables fuels mandate.
    • The EPA proposes requiring 15.93B gallons of total renewable fuel in 2014, 16.3B gallons in 2015, and 17.4B gallons in 2016, but the proposal for the total renewable fuel requirement falls short of levels Congress mandated, which were 20.5B gallons in 2015 and 22.5B gallons in 2016.
    • Also, the EPA cuts 2016 corn-ethanol quota to 14B gallons; U.S. law required 15B gallons of ethanol for 2016.
    • Ethanol exposed companies are mostly higher: ADM +0.7%, GPRE +4.2%, PEIX +4.1%, REX +1%, DAR +2%, CZZ -2.2%.
    • Among refiners: HFC +0.3%, TSO +1.3%, VLO +0.8%, WNR +1.9%, PBF -1%.
    • Biofuel related stocks: GEVO -8.3%, SZYM -2.7%, CDTI -1%, REGI -0.7%.

    • Fuel distributor Cosen (CZZ +4.6%) is sharply higher following news that the U.S. government may tax imports of Mexican sugar at fees as high as 17%.
    • U.S. sugar prices are up 18% since March, ending yesterday at a nearly two-year high of 26.35 cents/pound.
    • CZZ is active in the production and sale of ethanol and other products derived from sugarcane.

    After weeks of mass protests, Brazilian President Rousseff calls for a referendum and Constituent Assembly to carry out political reform in the country. Off more than 20% this year, the Bovespa is the worst performer among major emerging markets. The carnage in Brazilian ADRs includes BBD, CZZ, FBR, GFA, ITUB, OIBR, PBR, VALE. Brazilian ETFs EWZ and BRF have fared little better.

    Petrobras (PBR +0.9%) is backing out of a multibillion-dollar project to build an ethanol pipeline in southeastern Brazil, according to Cosan (CZZ +2.8%), one of the six companies investing in the pipeline. PBR, like CZZ's biofuels JV Raizen, has a 20% stake in Logum Logistica, the company formed last year to build and operate the pipeline and ethanol storage facilities.

    Petrobras (PBR) offered around 3B reais ($1.8B) to buy 40% of ethanol producer ETH, reported the Folha de Sao Paulo newspaper. Petrobras' biofuels unit denied the report, which also said that Petrobras aims to overtake Brazil's Cosan (CZZ) as the world's largest ethanol producer in coming years.

    Shell (RDS.A) and Cosan (CZZ) sign a binding agreement to form a $12B sugar and biofuels JV in Brazil, amending an earlier deal reached in February to include all of Cosan's energy generation business and an additional 500M reais ($283.6M) in debt owed to Brazilian development bank BNDES.

    Brazilian sugar and biofuels giant Cosan (CZZ +9.2%) will merge its ethanol and fuel distribution units with Royal Dutch Shell (RDS.A +1.6%) in a joint venture worth up to $12B. The deal will boost Shell's Brazilian ethanol operations and follows in the footsteps of rival BP (BP), which took a Brazilian biofuels stake in 2008.
