    Heard at Bloomberg's energy forum: The U.S. shale bonanza is seen as overdone, and the U.S. will continue to need crude from Canada’s oil sands because rising production from U.S. shale formations is too expensive to maintain. The U.S. is "still importing a lot of oil... I don’t see U.S. oil self-sufficiency, perhaps, ever," says the head of Devon Energy's (DVN) Canadian division.

Peers such as Apache (APA) and Hess (HES), which also trade at discounted valuations, are seen to have more options and higher exposure to oil. "The catalyst to make the change at Devon is just not that obvious," says one energy investment banker.

    Devon Energy (DVN) +2.8% premarket on news it intends to form a publicly traded midstream master limited partnership. The MLP is expected to initially own a minority interest in DVN's U.S. midstream business, including natural gas gathering and processing assets located in Texas, Oklahoma and Wyoming.

    NorthWestern Energy (NWE -1.3%) purchases the operating and non-operating natural gas production interests in northern Montana's Bear Paw Basin from Devon Energy (DVN -0.6%), including DVN's 82% interest in the Havre Pipeline Company. Estimated natural gas production from the acquisition will be approximately 5.6 BCF in 2013, or about 28% of NWE's current annual natural gas load in Montana.
