    Frank Kendall, the Under Secretary of Defense for Acquisition, has authorized the Pentagon's purchasers and program managers to start talking to suppliers about the plans for implementing $46B of automatic cost reductions, which are due to take effect next Friday. The impact of the cuts will be exacerbated by the DOD not receiving an appropriation for this year, with much of its money in the wrong accounts.

    Shares of big defense companies - NOC, GD, LMT - have dropped during the past two weeks ahead of possible federal budget cuts coming March 1. D.C. politicians may yet kick the can down the road, but some say House Republicans won't flinch, since defense spending "can always be replaced [later] during the appropriations process, after the cuts are put into place."

    More on General Dynamics (GD) Q4: swings to net loss of $2.13B from a profit of $603M due to a $2B goodwill charge at its Information Systems & Technology unit, a move that recognizes "the impact of slowed defense spending." GD also takes $867M in other one-time charges, with "some of our markets...contracting as government budgets shrink at home and abroad." Forecasts 2013 EPS from continuing ops of $6.60-6.70, well below consensus of $7.32. Shares -3.9%.

    President Obama's signing of the $633B National Defense Authorization Act - a controversial measure that delays pending cuts to Pentagon spending and the 2013 military policy bill - throws a lifeline to defense contractors, as it authorizes funding for projects such as Boeing's (BA +0.7%) CH-47 helicopters and General Dynamics' (GD +0.1%) DDG-51 destroyers. The two-month sequestration delay sets a new March 1 deadline for passage of at least $1.2T in deficit-reduction measures needed to turn off the defense and domestic sequestration cuts.

    The Senate yesterday unanimously approved a bill authorizing $631.4B for defense spending for this fiscal year, slightly below the House's $635.2B package. The Senate measures face a veto threat from President Obama over an amendment related to Guantanamo Bay detainees. Should Obama sign the act into law, contractors that would benefit include Huntington Ingalls Industries (HII), Boeing (BA) and GD (GD).

    Frank Kendall, the Pentagon's chief weapons buyer, reassured defense execs yesterday that "there's a lot of money still to be made" even in the worst case scenario that automatic spending cuts of $50B a year kick in from January. That's on top of $487B of cuts over ten years that aren't up for negotiation in talks over the fiscal cliff.
