    Home Depot (HD) is issuing $2B in senior notes, and will use the proceeds to buy back $1B in stock and to refinance $1B of senior notes that came due this month. The retailer also affirms its FY'11 EPS forecast of $2.20, ex-share repurchase, with a 2.5% sales bump. (PR)

    As home prices hit nine-year lows, upbeat results from Lowe's (LOW -1%) and Home Depot (HD -1.7%) indicate that homeowners are spending more on renovations. Lowe's says Q4 profit rose 39% as shoppers spent slightly more per visit. "Consumers continued repair and maintenance projects," Lowe's CEO Robert Niblock says. "They're pursuing great value and great deals."

    With the DJIA (now +0.2% to 12,003) clinging to 12K for the first time since June 2008, it's worth looking into how the Dow 30 have done since then: leading, Home Depot (HD), up 39.5%, IBM, up 28.9%, and McDonald's (MCD), up 28.9%; lagging, Alcoa (AA), -57.7% - the worst performer, not counting the (removed) Citigroup (C), AIG and "old" GM.

    Lowe's (LOW) is up 1.3% after announcing it's cutting 1,700 middle-management jobs. The company is however adding 8,000 to 10,000 weekend sales jobs to address its busy time. As of last January, Lowe's had about 239K employees to Home Depot's (HD) 317K.

    Dress Barn (DBRN), Home Depot (HD) and other retailers urge the Fed to drop a proposal that would require credit card issuers to consider only a borrower's "independent" income rather than household income. They say the new standard could make it difficult for some customers, especially stay-at-home moms, to get credit quickly.

    Home Depot (HD -0.75%) raises its earnings guidance for the second time in two months. The company expects 2010 adjusted EPS of $1.97 (up from $1.94), 2011 sales growth of 2-2.5% and 2011 EPS of $2.19-2.23. Analysts expected $1.95/share this year and $2.22/share next year.

    Penetration of Home Depot's (HD +1.2%) private-label credit-card has fallen 300 bps to 23%. "Consumers have definitely deleveraged," CFO Carol Tome concedes on this morning's earnings call. Utilization stands at a meek 25%, another testimony to the "savings mentality that we see with consumers in our country," she says. "They're just delevering."
