Phillips 66 (PSX -2.4%) has been "badly affected" by Hurricane Sandy, so Deutsche Bank downgrades shares to Hold from Buy over weather and related shortage impacts on northeast U.S. oil markets that comprise 27% of U.S. oil demand and 6% of global demand. Only HollyFrontier (HFC +1.4%) remains rated at Buy among big refiners covered by the firm.

HollyFrontier (HFC +0.9%) is one of few energy issues on the rise today, after Q3 earnings jumped 15% as wide differences between crude prices boosted refining margins 8.7% Y/Y. HFC says the structural crude advantages currently driving strong operating margins will continue to positively impact operating income, allowing it to continue to pay regular and special dividends.

Oppenheimer hikes its target price on HollyFrontier (HFC -0.2%) to $46 from $40 while keeping its Outperform rating. Crude price differentials continue to depend on the pace of production growth in the Mid-Continent, and the firm expects this advantage to last longer than current projections. Oppenheimer also likes HFC's recent buyback and special dividends.

"(We) want to look back in 10 years and say we increased the dividend every year," said Phillips 66 (PSX) CEO Greg Garland on his earnings call. Refiners with steadily increasing divvies? Five favorites: HFC, MPC, PSX, TSO, VLO.
