Despite the immediate negative reaction to the ouster of Molycorp (MCP) CEO Mark Smith - shares -5.5% premarket - investors may come around to a more positive view. Smith "had lost credibility" with constituents, shareholders, potential investors and analysts, a J.P. Morgan analyst says; "his ability to deal with the financials of an emerging company appeared to overwhelm him at times," says another.

Conspicuously absent from Mark Smith's resignation announcement was any mention of the SEC investigation over the accuracy of Molycorp's (MCP) disclosures. The take from 24/7's Jon Ogg: "To announce that a CEO has left the company with no explanation in the midst of a regulatory investigation is not in good taste at all. It could even be alarming." MCP -5.3% AH.

Molycorp (MCP +5.8%) posts its second straight strong gain, as the picture grows brighter: Large stockpiles of rare earths are finally starting to dwindle, and top competitor Lynas is undergoing regulatory problems with Malaysia's government. How much higher can MCP climb? Oracle's Laurence Balter has a $50 price target, but shares still would be shy of their 2011 summer high near $7.

Lynas' (LYSCF.PK, LYSDY.PK) plans to ramp up rare earth materials via its new Malaysian plant suffer a setback, as four ministers say it must export waste material in Malaysia or risk having its operating license revoked. The ministers' statement followed reports citing Lynas Malaysia's director as saying the company would not export residue from the plant. MCP +19.8%, AVL +10%, REE +9.5%.

Molycorp (MCP +15.7%) soars, taking the rest of the rare earth sector with it (AVL +6.2%, REE +11%, REMX +1.7%). Traders describe the move as the continuation of a short squeeze in Molycorp - whose shares dropped below 6 in mid-November after being in the mid-30s 7 months earlier. Adding fuel is a report Interactive Brokers has said there is insufficient stock available for short sales.

Molycorp (MCP -2.2%) moves lower again after Morgan Stanley downgrades shares to Equal Weight following Friday's disclosure of a formal order of SEC investigation. While it's possible the worst case scenario already is priced in, the firm says uncertainty surrounding the issue and the possibility that it will take some time to resolve leads to the downgrade.

After slumping 13% Friday on disclosure of a SEC investigation, Molycorp (MCP -9%) continues lower today. Dahlman Rose also notes MCP reported a $150M increase in capital expenditures; the firm sees 2013 as a transitional year, where cash management and project execution will be crucial in unlocking the value of Mountain Pass without the need for additional capital.

Molycorp (MCP) CEO Mark Smith says in the Q3 report that expansion of the Mountain Pass rare earth project in California is on track to be completed by the year-end, but warns the cost likely will exceed the $895M budgeted. Mountain Pass is expected to produce more than 19K metric tons/year of rare earths at its Phase 1 capacity, with the potential to expand output up to 40K/year.

Molycorp (MCP +3.8%) is upgraded to Buy from Hold at Dahlman Rose, which sees long-term value through its planned 400% production ramp-up at the high-grade Mountain Pass and its ownership of key downstream facilities. Rare Element (REE +1.2%) also rises even as the firm cuts shares to Hold on valuation, as China's Baotou Steel suspends production for a month to try to stem falling rare earth prices.
