    Changing the corporate tax rate is something that lawmakers and big business both agree on. However, when manufacturers went before a House panel today to discuss the issue, the exercise exposed just how difficult its going to be finding a way to pay for changes. One example: 3M (MMM -0.3%) stated it could live without a deduction for manufacturers and an R&D credit if it paid a 25% rate. Ford (F +0.5%) however disagrees, noting the automaker benefits from both of those incentives.

    How much can a $110M acquisition move the needle for a $60B company? 3M (MMM -0.9%) thinks it's a small price to pay for entry into the $3B electronic tolling industry expected to grow 12% a year "as government agencies increasingly rely on tolling to fund roadway infrastructure." Meanwhile, Federal Signal (FSS +18.8%) sold the unit for almost double the amount analysts expected.

    A rash of companies, led by household names Caterpillar (CAT), 3M (MMM) and Target (TGT), crowded the bond market today with nearly $6B in offerings, seizing on an opportunity to borrow before Europe blows up and with QE3 at least still on the table in the U.S. Among other big borrowers: TOT, WES, PXD, Y, BMR.

    Federal Signal (FSS) agrees to sell its FSTech business, which makes hardware and software used in electronic tolling, parking and access control and law enforcement, to 3M (MMM) for $110M in cash. FSS says the move is aimed at reducing outstanding debt, which totaled $235M at the end of March.

    3M (MMM) is seeing steady growth in its commercial graphics business that puts images on the sides of trucks and on storefronts, CFO David Meline says. The business accounts for ~20% of sales in 3M's display and graphics segment, which itself is one of 3M's smaller divisions, but the company considers it a reliable economic indicator.

While the slow U.S. recovery has presented challenges and Europe is a concern, "emerging markets have helped some companies to bolster sales and earnings."
