If looking for small cap exposure outside the U.S., three ETFs - with a combined $4.8B AUM - dominate the space. Vanguard's VSS has the widest net with more than 3K securities from both emerging and developed markets. SCZ - from iShares - focuses just on Europe, Australia, and the Far East. WisdomTree's DGS selects from dividend payers. Given the rough year for emerging markets, it's no surprise SCZ is well ahead in the performance battle YTD.

The SPIVA scorecard - matching active managers vs. index funds - once again shows how much the odds are stacked against going active. But one area where managers won is international small-caps (SCZ, VSS, DLS), with just 15% of them lapped by the index last year (10% over the last 3). In such an illiquid, poorly understood corner of the market, smart managers can indeed add alpha.
