    Mexico's antitrust commission rejects an attempt by the country's two top broadcasters to join forces in a mobile-phone company and challenge telecommunications mogul Carlos Slim (TMX). Televisa (TV) sought to acquire a 50% stake for $1.6B in Iusacell, a small mobile-phone company owned by Ricardo Salinas, who also controls TV Azteca (AZTEF.PK), Mexico's no. 2 broadcaster.

    Carlos Slim's America Movil (AMX) may sidestep a $1B fine from Mexican regulators for anti-competitive behavior, as a ruling due in September now appears likely to be delayed. Regulators have accused the Latin American wireless giant of misusing subsidiary Telmex's (TMX) wireline infrastructure to stifle competition.

    Carlos Slim's Armerica Movil (AMX) is looking to acquire the 40% of wireline subsidiary Telmex (TMX) that it doesn't already own, for $8.8B. Like many wireline carriers around the world, Telmex's voice business has struggled to deal with competition from mobile and voice-over-IP services.

    Mexico's competition regulator is investigating whether a tie-up between Telmex (TMX), the country's largest home-phone network, and pay TV company EchoStar (SATS) has given Carlos Slim, the world's richest man, a backdoor entry to the television market. Telmex rivals have loudly complained for years that the partnership is improper; Telmex insists that it only has a narrow deal.

    It may be as a spin-off or separately run unit, but Carlos Slim's Telmex (TMX -2.1%) is splitting in two, establishing a new company to handle rural investments, where the company says it's often operating at a loss. Rivals complain that access to Slim's telecom networks is too pricey, while Slim argues they need to establish their own infrastructure, particuarly in the hard-to-reach areas.
