Sources say both banks, unsurprisingly, object to the preliminary findings and plan to present regulators with detailed rebuttals. Analysts also expect Regions Financial Corp. (<a href='http://seekingalpha.com/symbol/rf' title='More opinion and analysis of RF'>RF</a>), Fifth Third Bancorp (<a href='http://seekingalpha.com/symbol/fitb' title='More opinion and analysis of FITB'>FITB</a>) and Wells Fargo (<a href='http://seekingalpha.com/symbol/wfc' title='More opinion and analysis of WFC'>WFC</a>) to be among the banks most likely to need capital. Premarket: BAC <font color="red">-12.2%</font>, C <font color="red">-8.5%</font> (7:00 ET).</li>    <li><b><a href="http://www.reuters.com/article/newsOne/idUSTRE53Q6E820090427">Unstressful stress tests.</a></b> Elizabeth Warren, head of the Congressional Oversight Panel for TARP, is worried the adverse scenario being used to test banks' health is 'disturbingly close' to current economic conditions, and that there may need to be a second set of stress tests if the economy worsens. She also expressed her disappointment that the government's description of its methodology lacked critical details. Warren wants to see enough details provided by the Federal Reserve to allow outsiders to run their own versions of stress tests. &quot;The stress tests will make a terrific contribution if they are tough and transparent,&quot; she said. &quot;If they are not, they will be useless.&quot;</li>    <li><b><a href="http://www.reuters.com/article/newsOne/idUSN2753034820090427">GM's survival plan looks shaky.</a></b> General Motors (<a href='http://seekingalpha.com/symbol/gm' title='More opinion and analysis of GM'>GM</a>) presented its <a href="http://media.gm.com/servlet/GatewayServlet?target=http://image.emerald.gm.com/gmnews/viewmonthlyreleasedetail.do?domain=74&amp;docid=53947">final plan</a> to restructure outside of bankruptcy by cutting debt, eliminating over 21,000 more U.S. jobs and nationalizing itself by giving majority control to the government. The company said it will file for bankruptcy if its proposed debt swap fails to reduce $27B in bond debt by around 90%. Analysts doubt the debt exchange will succeed, and bondholders <a href="http://blogs.wsj.com/autoshow/2009/04/27/statement-from-gm-bondholder-commitees-advisers/">blasted the terms</a> of the deal, setting GM up for a likely bankruptcy. In response to the nationalization proposal, which would put 89% of the company in the ownership of the government and the UAW union and present the government with <a href="http://online.wsj.com/article/SB124087977542061821.html">several potential conflicts</a>, a White House spokesman clarified &quot;it is not our desire to either own or run one of the auto companies.&quot; Shares <font color="red">-2.5%</font> premarket, after a 20.7% gain yesterday (7:00 ET).</li>    <li><b><a href="http://online.wsj.com/article/SB124087751929461535.html">UAW to get 55% Chrysler stake.</a></b> The tentative agreement reached between Chrysler and the United Auto Workers union would eventually give the UAW 55% ownership in a restructured Chrysler. Chrysler will also issue a $4.59B note to the health-care trust fund that the union will manage for retired workers. Fiat will 'eventually' end up with a 35% stake, while the government and Chrysler's secured lenders will get 10% ownership. Separately, Daimler agreed to give up its remaining 19.9% stake in Chrysler and pay up to $600M into the automaker's pension fund.</li>    <li><b><a href="http://www.bloomberg.com/apps/news?pid=20601087&amp;sid=a23UEpbB3Ifo&amp;refer=home">BP profit fall prompts spending cuts.</a></b> BP's (<a href='http://seekingalpha.com/symbol/bp' title='More opinion and analysis of BP'>BP</a>) Q1 net income fell to $2.56B ($0.14/share) from $7.09B ($0.37/share) the year before, prompting the oil company to cut its 2009 spending target for a second time to less than $20B. Despite the profit slump, the company still beat analyst estimates with adjusted earnings of $2.58B vs. $2.2B consensus. BP raised its quarterly dividend 4% to $0.14 per common share. Shares <font color="green">+1.9%</font> premarket (7:00 ET).</li>    <li><b><a href="http://www.reuters.com/article/ousiv/idUSTRE53R0K520090428">SEC freezes financier's assets.</a></b> The SEC froze the assets of financier Danny Pang and two of his firms, accusing Pang of defrauding investors of hundreds of millions of dollars. Regulators say Pang faked his resume, forged documents, pledged unrealistic returns and paid investors with cash raised from new ones.</li>    <li><b><a href="http://www.bloomberg.com/apps/news?pid=20601087&amp;sid=aQDRCXwEEBOE&amp;refer=home">Deutsche posts profit on I-bank income.</a></b> Deutsche Bank (<a href='http://seekingalpha.com/symbol/db' title='More opinion and analysis of DB'>DB</a>) returned to profitability in Q1 with net income of &euro;1.19B as trading income rose at its investment bank. Investors remain concerned about the possibility of future writedowns and as earnings from so-called stable businesses missed analysts' expectations. She also expressed her disappointment that the government's description of its methodology lacked critical details. (<a href='http://seekingalpha.com/symbol/bzh' title='More opinion and analysis of BZH'>BZH</a>) &ndash; </strong>The builder of single-family homes across the United   States has experienced an enormous share price rally of more than 21.5% to $2.14 following today&rsquo;s upbeat new home sales data. BZH jumped onto our &lsquo;hot by options volume&rsquo; market scanner after one investor established what appears to be a covered call in the June contract. The covered call was initiated by buying shares of the underlying stock and selling 10,000 calls at the June 5.0 strike price for a premium of 17 cents apiece. This investor receives the premium on the sale of the options as well as positions an exit strategy at the June 5.0 strike by maintaining a short position on the calls. If shares can rally through $5.00 come June, the shares will likely be called away from him at expiration. Should this come to fruition, he will have enjoyed gains of 134% on the stock from the current price of $2.14 in addition to the 17 cent premium.</p>  <p><strong>AGCO Corporation (<a href='http://seekingalpha.com/symbol/ag' title='More opinion and analysis of AG'>AG</a>) &ndash; </strong>Shares of the manufacturer of agricultural equipment have skyrocketed by more than 10% to $26.00 ahead of its earnings release expected on Tuesday, April 28th. One news source has reported unconfirmed takeover speculation surrounding the company perhaps leading option traders to position themselves for a continued near-term price rally. The more than 16,000 lots that have exchanged hands on AGCO thus far today represent 70% of the existing open interest on the stock of 23,000 contracts. Furthermore, we have observed that nearly 12 call options have been traded to each single put option in action. At the now in-the-money May 25 strike price investors picked up 1,300 calls for an average premium of 1.71 apiece. More optimistic individuals targeted the May 30 strike price where more than 6,300 calls were purchased for 53 cents per contract. In order for the May 30 strike call to land in-the-money by expiration, shares would need to continue to rise by an additional 15% from the current share price. Option implied volatility is up slightly on the day from 71% to the current reading of 74%.</p>]]>

Citigroup (<a href='http://seekingalpha.com/symbol/c' title='More opinion and analysis of C'>C</a>) shares are leading the Dow Jones Industrial Average to the downside. C is down 38 percent after investors sold shares on news the bank has agreed to a swap of preferred shares for common shares with the government and a group of private investors. The government would hold a 36 percent stake in Citi after the deal, which seemed to fan fears of nationalization. BofA (<a href='http://seekingalpha.com/symbol/bac' title='More opinion and analysis of BAC'>BAC</a>) is down 24.6 percent and heading to session lows on worries it might suffer a similar fate.</p><p>The economic data offered little help. Data released before the start of trading showed fourth quarter Gross Domestic Product falling 6.2 percent. Economists had predicted economic growth shrank 5.4 percent during that period.</p>]]>

Obama stressed the importance of rapid passage in the Senate, and then rapid merger between the House and Senate versions of the bill. Economic adviser Lawrence Summers added &quot;ninety percent of these bills are essentially overlapping&quot; and urged lawmakers not to focus on &quot;the bit of difference.&quot; Senate Democrats expressed confidence they can push for a vote on the amended $827B stimulus bill, and will likely do so today.         <![CDATA[<p>In past years, I have successfully used a <a target="_blank" href="http://www.contrahour.com/contrahour/2006/07/index.html">screen that identifies companies</a> that&nbsp;can take themselves private by levering up their balance sheet and using their cash flow to pay the interest payments.&nbsp; The screen assumes companies could get financing at 9% and could cover the tax adjusted&nbsp;interest payments&nbsp;if&nbsp;they stopped expanding and just spent a minimum in capital expenditures to continue operating.&nbsp;&nbsp;</p> <p>If you assume that we don't enter a depression and the&nbsp;companies could actually&nbsp;get financing right now, a stunning number of high quality companies - companies with high cash flow and relatively low debt - could take themselves private at today's prices.&nbsp; Obviously, the assumptions of the screen are unrealistic currently.&nbsp; If General&nbsp;Electric (<a href='http://seekingalpha.com/symbol/ge' title='More opinion and analysis of GE'>GE</a>) is paying Warren &quot;Loan Shark&quot; Buffett ten percent interest rates, then most&nbsp;other companies won't be able to find&nbsp;financing.&nbsp;&nbsp;But that's beside the point.&nbsp;&nbsp;At these prices,&nbsp;many&nbsp;quality companies are cheaper than they have been in history.&nbsp; Money is&nbsp;still available&nbsp;- it's just scared and sitting on the sidelines.&nbsp; If we see any return to&nbsp;stability in the financial&nbsp;system, many&nbsp;of the&nbsp;stocks on the list could see 25% - 50% upside just by&nbsp;a return to median multiple.&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>]]>

Buffett's not complaining - he can buy even lower.</p> <p>But that's little comfort to the rest of us. In a recent<em> </em><a href="http://www.nytimes.com/2008/10/17/opinion/17buffett.html?_r=1&amp;scp=1&amp;sq=warren%20buffett%20op-ed&amp;st=cse&amp;oref=slogin" target="_new"><em>New York Times</em> article</a>, the legendary investor made it clear that he's not making any predictions about whether the stock markets will rise or fall in a month or a year. The current market looks as if the financials are making a huge turnaround and many commodity stocks are     pulling back, even in the face of estimates being raised for <br />     the year. I believe that we made a huge step with respect to     write offs in financials, but most likely there will continue to be pain. Anyone that ventures into the unknown now had     better have long term targets and /or be an expert in <br />     trading, as the markets tip to the extreme on any comments either     positive or negative.</p><p>I am unsure as to the gold market and other precious metals, and look somewhat positively on the current     coal and steel markets, but most of all I believe that the <br />     agricultural markets will continue to roll. Looking at their     current run, many have taken the negative side based only on the belief that nothing goes up forever, but I have not seen     anything that points to a slowing of agricultural commodities in     <br />     the near term.</p>]]>
