The sector is "well positioned to handle the fragile economic outlook and the potential for rising interest rates," the ratings agency says, in a new report. However, the evaluation process is said to be in its early stages. Bloomberg points out some other reasons why AT&T may want to raise cash: growing capex, huge stock buybacks, and a hefty dividend (4.9% yield).
