    The Street initially seemed comfortable with the soft Q4 guidance Juniper (JNPR -8.3%) provided with its Q3 report, but it's had a change of heart. Earnings call remarks about there being "no evidence of ... a significant improvement in the spending environment over the next few quarters" are likely a big reason why. Other networking equipment/component names are also off: CSCO -1.9%. CIEN -3.3%. JDSU -2.9%. RVBD -3.3%. FNSR -2.9%. APKT -2.6%. Soft guidance from Corning, Altera, and Broadcom could also be having an impact.

    More from Verizon: CFO Fran Shammo says Verizon's capex is down 10% Y/Y thus far in 2012, and that Verizon's capex-to-revenue ratio, which has been in a long-term decline, will fall further. Telecom equipment companies, already struggling to cope with Verizon and AT&T's conservative capex mindset, won't be happy to hear that. Meanwhile, Vodafone (VOD) won't be glad to hear Verizon declare talk about a new Verizon Wireless dividend "premature."

    In addition to MetroPCS' about-face on voice-over-LTE (VoLTE), Acme Packet (APKT -2.9%) may have fallen over the last two days thanks to comments from Verizon about its own VoLTE plans. Verizon CTO Nicola Palmer recently claimed the carrier will start VoLTE consumer trials in LTE, and do a full service launch the next year. Though that schedule doesn't differ much from what Raymond James has suggested, Verizon had previously talked about a 2013 launch.

    Acme Packet (APKT -5.6%) slumps after MetroPCS (PCS) discloses it won't be deploying voice-over-LTE (VoLTE) following its merger with T-Mobile USA. VoLTE is seen as a major future demand driver for Acme's session border controllers - Acme shares fell in August after Raymond James claimed AT&T and Verizon are delaying their VoLTE deployment plans. Also, BMO has started coverage with a Market Perform.

    Acme Packet (APKT +8.2%) has steadily moved higher today after having slumped in recent weeks. The heavily-shorted VoIP infrastructure provider has occasionally been the subject of M&A speculation.

    Telecom equipment and optical component names slump in response to Adtran's (ADTN -8.9%) warning. CIEN -3.1%. JNPR -2.1%. APKT -3.3%. JDSU -3.5%. FNSR -4.3%. Adtran heavily blamed its shortfall on "delays in project rollouts" from U.S. carriers. That's a familiar refrain for both Adtran and its peers. AT&T and Verizon are doing their best to restrain capex in order to boost near-term profits, and the money that they are spending is increasingly focused on their faster-growing wireless ops.

    Acme Packet (APKT +5.7%) is shooting higher for the second day in a row (previous) - today's rally has reportedly been stoked by M&A speculation. A heavy short interest and a depressed stock price make for a volatile mix.

    Acme Packet (APKT +5.8%) has steadily moved higher today. Possibly helping is a deal with wholesale U.S. carrier IBBS, which plans to deploy Acme's session border controllers to provide VoIP services. But with 16.5% of Acme's float shorted as of Aug. 15, and shares having been crushed over the last 12 months, it doesn't take much to produce a short-covering rally.

    Acme Packet (APKT -5.2%) slumps on a downgrade to Underperform from Raymond James. The firm thinks AT&T and Verizon are delaying plans to support voice-over-LTE (VoLTE) on their 4G networks by at least 6 months. It believes Verizon might wait until 2014, and AT&T longer.. That's a negative for Acme, whose session border controllers handle VoLTE traffic, but not traditional voice traffic. AT&T and Verizon's soft capex has already led Acme to warn repeatedly over the last 12 months.

    Cisco (CSCO +7.6%) jumps after beating estimates, hiking its dividend, and providing guidance and commentary that suggests its demand outlook (and perhaps the broader outlook for IT spending) is neither rosy nor terrible. At Cisco's current valuation, that's good enough for a strong rally. Goldman (Conviction Buy) thinks Cisco should no longer trade at a discount to other tech large-caps, but Needham (Hold) is less impressed. JNPR +2.7%. APKT +3.6%. FFIV +4.4%. RVBD +3.4%. ALU +4.8%.     Cisco (CSCO) guides on its FQ4 earnings call (webcast) for FQ1 revenue to grow 2%-4% Y/Y, in-line with a consensus for 3.6% growth. EPS is expected be in a range of $0.45-$0.47, in-line with a $0.46 consensus. Shares +3.7% AH. Other networking names are up slightly.

    More on Acme Packet's (APKT) Q2: The company is guiding for 2012 revenue of $270M-$275M and EPS of $0.43-$0.47, well below a consensus of $295.9M and $0.70. No explanation is given in the PR. It was only 3 weeks ago that Acme issued a major Q2 warning, citing weak North American service provider capex. Shares -15.9% AH, making new multi-year lows in the process.
