    Temporary staffing firms were among the day's worst performers on the announced delay in enforcing the Obamacare requirement that large employers provide coverage for workers or pay a penalty. William Blair analysts say the removal of a catalyst for hiring temps is a big negative for Robert Half (RHI -5.2%). TrueBlue (TBI -0.3%) and On Assignment (ASGN -1.5%) also fell.

    On Assignment (ASGN +11.6%) soars after raising guidance and handily beating top and bottom line estimates. The company now sees Q2 EPS of $0.27-0.29 on revenues of between $410-414M (analysts see $0.26 per share on sales of $401.98M). Gross margins fell to 29.1% from 33.6% but CFO Edward Pierce told BofA's Sara Gubins that ASGN should still hit the lower end of its gross margins range (30.3%) for the full year. The company also said it had not factored in its lower cost of debt in its upbeat Q2 guidance. (transcript)

    On Assignment (ASGN) +20.6% AH after announcing it will merge with rival Apex Systems to form the #2 IT staffing firm in the U.S. On Assignment, which closed with a market cap of $504M, will "acquire" Apex for $383M in cash and $217M in newly-issued stock. The cash will come from a new $540M credit facility. The combined company is expected to have 2H revenue of $775M-$805M and EPS of $0.77-%0.87.

    On Assignment (ASGN +6.5%) trades higher following the firm's Q4 earnings report that showed better-than-expected revenue, led by a strong Y/Y gain in its IT and Engineering segment . The company's outlook for Q1 includes an estimate for revenue of $162M-$165M and guidance for EPS to fall in a range of $0.14 to $0.17.
