He thus sees payout ratios for the group rising to 64% of earnings this year from 36% in 2012, with BofA (BAC), Citigroup (C), and Regions Financial (RF) getting the biggest bump. WFC, FITB, and MTB are in the middle of the pack and should be allowed payouts of 50-75%.
