Avis (CAR) says it plans to buy Apex Car Rentals, New Zealand’s largest independent car rental firm, for $29M. Apex operates a fleet of ~4,000 rental cars, 1% of the size of Hertz’s (HTZ) $2.3B purchase of Dollar Thrifty (DTG) and 3% of the size of DTG's fleet. But the deal boosts CAR's international presence, and should dispel any last thoughts that it's still considering another play for DTG.

Shares of Zipcar (ZIP) get crushed, down 34.8% premarket, after the firm's forecast for revenue deflates the spirit of investors. Though the ride-sharing company narrowed its quarterly loss, it's adding fewer new customers than it anticipated.

Zipcar (ZIP) acquires Austrian firm Denzel Mobility CarSharing GmbH for an undisclosed amount as it makes another move into Europe. The strategy makes some sense at its surface with more Europeans seemingly predisposed to share rides than U.S. counterparts.

Zipcar (ZIP +1.5%) stands to see some more direct competition as car rental giant Enterprise Holdings makes a move to offer an hourly car rental service after buying up a couple of small local brands. It's not a new story for Zipcar, as shares have already fallen off 31.2% YTD largely on fears of competition from new sources.

Shares of Hertz Global (HTZ -7.5%) and Avis Budget (CAR -8.4%) both fall harder than Dollar Thrifty (DTG -2.2%) as the dance between the three car rental companies continues. The prevailing thought is that if Hertz doesn't snap up Dollar Thrifty fairly quickly, it risks Avis coming back in to bid. But tricky part for the company is that it has to divest assets, appease DTG shareholders, and deal with the FTC to get a buyout done.

Sen. Barbara Boxer files a bill that would require car rental companies such as Hertz Global (HTZ -1.8%), Dollar Thrifty (DTG -1.3%), and Avis Budget (CAR -0.8%) to pull recalled cars from their fleets. A group representing the industry opposes the proposed legislation, saying companies already adopt conservative standards and don't need to be more highly regulated.
