    UnitedHealth (UNH) CEO Stephen Hemsley indicates the company will offer plans on around 12 of the online exchanges opening this fall, down from original estimates of up to 24. UNH's approach reflects an industry-wide concern that "pent-up appetites" for health coverage among the sick will invariably mean the first customers are the costliest, leading companies like Cigna (CI), Aetna (AET) and UNH to take a "wait and see" approach.     "We believe one of the biggest questions on investors' minds is can [they] grow FY14 earnings," says Jefferies, stating what might fairly be called "the obvious" in a note upgrading WellPoint (WLP +1.5%) to Buy from Hold and raising the stock's price target to $92. After a "deep dive" analysis, the investment bank says it sees 7-8% EPS growth against the Street's 2.4% consensus and predicts $8.61 per share for FY14, making WLP the cheapest MCO stock, trading at 8.8x forward earnings. Meanwhile, Cigna (CI -1.8%) is "ready for a breather" and catches a downgrade to Hold from Buy — CI's CFO Ralph Nicoletti announced Monday he is leaving the company for personal reasons.

    Barron's is out with its list of the 500 financially strongest companies as ranked after a rigorous cash and sales analysis. A quick filter on the list shows a good chunk of the names trade with a single-digit price to earnings ratio including Goodyear Tire & Rubber (GT). Despite all the buzz about booming auto sales in the U.S. and China, concerns about growth for Goodyear's products in other regions of the globe have lowered expectations. But with auto sale estimates for full-year being taken higher, Goodyear could see enough consistent revenue growth to justify a higher trading multiple.     More on Cigna'a (CI) Q1: Revenues and adjusted earnings rise 21% and 39% Y/Y, premium and fee growth climbs 20% in global health care, 36% in global supplemental benefits, and 12% in group disability and life, and global medical customers increase by 277K. CEO David Cordani sounds a positive tone on the outlook for the rest of the year as the company raises its FY13 EPS guidance to $6.00-6.45 (analysts see $6.35). (PR)

    Shares of Healthways (HWAY +17.7%) soar this morning after its Q1 easily beat Street estimates. Despite the beat, Net losses widened amid weaker margins and flat revenue, as the company continues to feel the impact of winding down its contract with Cigna (CI). Revenue attributable to CI and another terminated contracts totaled just $1.4M, compared with $19.7M a year earlier. Nevertheless, the company reafirms its guidance for FY13, saying it expects sales of between $710M - $727M, bracketing Street guidance.

    The big surge in health care stocks earlier this month just prior to the government's decision on Medicare Advantage rates may have been due to an email to sent by a former top congressional aide who now happens to be an outside lobbyist for Humana (HUM -1.9%). The email, which is now subject to an SEC probe, was sent to a Washington investment-research firm and circulated to clients just minutes before the close of trading, saying that "credible sources" had told them a decision had been made to restore the payments.
