    Cincinnati Financial (CINF) won't be changing its dividend policy due to any tax hikes, CEO Steve Johnston tells conference-goers, noting a sizable number of the firm's investors are immune to taxes. CFO Mike Sewell says the insurer's relatively large (25%) allocation to equities is paying off, and the firm is sitting on $1B in unrealized portfolio gains.

    Insurers will be on the hook for higher payouts to customers after the governors of NY, NJ, and CT (so far) rule they must treat Sandy as a tropical storm, rather than a hurricane. Insurance policies in coastal areas typically include a provision for a far higher deductible when damage occurs from a hurricane.

    Regulators call for insurers to set aside more capital to back their non-agency MBS holdings, raising the level to 3.2% of carrying value from 2.7%. Insurers naturally disagree, arguing regulators are failing to account for the improving housing market. Backing up the new rules is a report from Pimco, whose Bill Gross might be happy to buy any of the MBS the insurers might decide to sell!
