    Relax, says Barclays' James Ratcliffe to the cablecos, there's no need yet to panic over the FCC's "net neutrality" regs. The agency doesn't really want to regulate prices, and the rules don't stop cable providers from doing anything they could have expectd to do anyway. TWC -2.3%; CVC -3%; CMCSA -1%; T flat.     As expected, FCC Chairman Julius Genachowski confirms that the agency will draw from decades-old telecom rules to regulate broadband providers and reassert "net neutrality" - "the nuclear option," says Sanford Bernstein's Craig Moffett. TWC -6.3%; CVC -6.2%; CMCSA -4.8%; T -1.3%.

    Comcast (CMCSA +1.6%) reported along with earnings that ad revenue jumped 24%, its first increase since Q1 2008. Though ads aren't its primary business, it's another sign that ads are inching back in various media.

    An appeals court rules for Comcast (CMCSA) and against the FCC, saying the regulator doesn't have the authority to force Comcast to stop blocking peer-to-peer applications on its broadband networks. The applications are commonly used to transfer large video files including TV shows and movies.
