    Investigators conclude Chevron's (CVX) offshore oil spill in Brazil last year caused little environmental damage, according to a spokesman for the federal police. No other details of the report are yet available, but the findings have been delivered to court where a judge is pondering criminal charges against Chevron and Transocean (RIG).

    S&P Dow Jones Indices adds 14 stocks to its "Dividend Aristocrat" list after reducing to 20 from 25 the number of consecutive years a member must have increased their regular payout. Among those added are Chevron (CVX), General Dynamics (GD), and Avon (AVP). Tracking the index is SDY, +2.7% YTD and yielding 3.24%.

    With the U.S. economy weakening, BNY Mellon's Michael Woolfolk says investors in commodities better watch out - not just commodity futures, but also companies tied to raw materials. Investors should steer away from big miners such as BHP, RIO and FCX; oil stocks such as XOM, BP and CVX; and companies that supply these industries, like CAT and SLB.

    Chevron (CVX -0.6%) will invest billions of dollars developing the giant Rosebank offshore project in a remote and technically challenging corner of the British North Sea. CVX's move to start allocating the main engineering and design contracts for Rosebank comes three months after the U.K. announced tax measures aimed at encouraging renewed investment in the area.

    Energy is the only sector out of the 10 S&P industry groups still in the red YTD, -3.9% vs. the broader S&P +7.7%, so analysts find good value "across the board" with many stocks trading well below historical multiples. Most prefer less volatile big names such as CVX, SLB and OXY; others like indirect plays where fuel is a major cost of business, such as FDX, RCL or DAL.

    Chevron (CVX) issues a statement in response to media reports that the Lago Agrio plaintiffs' lawyers have initiated enforcement actions of their fraudulent judgment in Brazil: "The Ecuador judgment is a product of bribery, fraud, and it is illegitimate. The company does not believe that the Ecuador judgment is enforceable in any court that observes the rule of law."

    Pacific Drilling (PACD +3.1%) says its ultra-deepwater drillship Pacific Sharav has been awarded a five-year contract by Chevron (CVX) for operations in the Gulf of Mexico. Estimated maximum contract revenue is $1.07B, bringing PACD's total contract backlog to ~$3.2B.

    The Gulf isn't all the way back, after the first oil and gas lease sale for the central Gulf of Mexico since the BP spill draws a "less than robust" $1.7B in winning bids from energy companies. Just 6% of tracts available for lease received bids, vs. 7% in a 2010 central Gulf lease sale and an average of 9% over the previous five central Gulf sales. (also)

    Kosmos Energy (KOS) will team with Chevron (CVX) to explore for crude oil off the coast of Suriname in South America. KOS will retain a 50% working interest in two exploration blocks and remain operator of both blocks, which cover a total area of 2.8M gross acres; CVX will serve as development operator of any commercial discoveries. First drilling is planned for 2014.

    Chevron (CVX -0.7%) says it sealed and abandoned the shallow water Funiwa 1A natural gas well offshore Nigeria after completing the drilling of a relief well. Production at the North Apoi field, which had been shut in as a precaution, also has been restored and the field is now producing ~2K bbl/day of oil.

    Chevron (CVX) signs a deal to supply additional LNG to Japan's Tepco and to sell Tepco an 8% stake in the Wheatstone natural gas processing plant and a 10% stake in the Wheatstone gas field license. Financial terms weren't disclosed.

    Crude slides another dollar near a weekly low (now -2.6% to $82) as Saudi Arabia's oil minister hints at higher production as he arries for OPEC meetings. "That's not what I said... Maybe. Maybe it will be lower." Producers trim gains or head further into red: XOM -0.2%, CVX -0.6%, MRO -1.4%, OXY -1.5%.

    BMO's Brian Belski says investors should consider buying certain kinds of energy stocks: “a combination of defensive names that focus on yield and/or cash and names that are exhibiting the best potential growth opportunities in forward earnings.” Fitting those criteria, Belski says: CVX, HAL, MRO, NBL, SLB, SE, VLO.

    Development of shale gas reserves outside the U.S. is likely to proceed more slowly than generally expected due to uncertainties about the size and quality of reserves and a lack of distribution infrastructure, a top Chevron (CVX) exec says: "There have been millions of wells drilled in the U.S. and you know a lot more about the actual geology, and the U.S. has the infrastructure to deliver gas."
