The news comes just as the House approved a Republican-led proposal to allow interest rates on student loans to float. This week saw both DeVry (DV -3.7%) and ITT Educational (ESI -10.6%) report significant Y/Y declines in enrollment ( -17% at DV's namesake university and -14.2% total student enrollment at ESI) and today investors seem to be second guessing ESI after Thursday's rally as a price target hike at Barclays ($16) is overshadowed by Compass Point's downgrade and revised target ($12). - Friday, April 26, 9:32 AM Shares of ITT Educational (ESI -0.3%) "have gotten ahead of themselves" after beating "low expectations," says Compass Point analyst Michael Tarkan in a note downgrading the stock to Sell from Neutral. "Persistence is declining, recruiting productivity in the industry has significantly deteriorated, and return to consistent enrollment growth will come at much lower price points," he adds. There are other concerns. On the call, Deutsche's Paul Ginoccio questioned how ESI could achieve its $50-75M free cash flow guidance with days sales outstanding at all-time highs.
