    The TBTF banks lie in bed at night dreaming they had the kind of government backstop afforded to the sugar industry. The USDA may buy 400K tons of sugar to prop up sugar processors which borrowed $862M under a government price-support scheme. Roll that one around for a few seconds. The higher prices pay for processors' vacation pads, but hit companies like HSY and NSRGY.PK, along with their customers.

    Brian Sozzi notes valuations on consumer product companies such as Campbell Soup (CPB), Hershey (HSY) and Kimberly Clark (KMB) continue to trek higher following the mega-sized Heinz purchase by Berkshire Hathaway and 3G Capital. The run-up might not be based entirely on pure M&A speculation with execs in the sector saying that the deal has drawn a sharper focus on new ways to cut costs and stay lean.

    Goldman Sachs chops its rating on Hershey (HSY) down to Neutral from Conviction Buy on a valuation call after shares went on a run as of late. HSY -0.5% premarket.

    More on Hershey's (HSY) Q4: Core brands saw solid growth trends as volume played a 7 point benefit to sales momentum. Margins rose during the period on a non-cash impairment charge related to an investment in Tri-US and are seen continuing to rise in 2013 with productivity improving. The company expects to see sales increase by 5% to 7% in 2013, led by volume gains. EPS for the year is pegged at $3.56-$3.63, up from prior guidance. PR

    The FDA is proposing two new food safety rules for foodborne illness prevention. The first rule would require food makers to develop a formal plan for preventing their food products from causing foodborne illness, and for correcting any problems that might arise. The second proposes enforceable, scientific-based safety standards for the production and harvesting of produce on farms.

    Janney Capital predicts Hershey Foods (HSY) will show few ill effects from Hurricane Sandy when it reports Q4 results. Despite lower overall candy sales on the East Coast from a subdued Halloween, Hershey already shipped to retailers in late September and can adjust its marketing strategy for Q1 2013 if inventories remain high at retail stores.

    Hershey Foods (HSY) says the acquisition of Brookside and lower-than-anticipated commodity costs will help add to its bottom line in 2012 as it raises EPS growth guidance to 14%-15% from a prior estimate of 12%-14%. The biggest takeaway from the candy maker's Q3 report is that price hikes didn't seem to trip up sales volume, up 2.1% for the period.

    Japan apparently has a hankering for Reese's Peanut Butter Cups (HSY) after Wal-Mart's Japanese arm reports strong demand from a recent product launch. Growing international sales is a focus of Hershey with 85% of its revenue coming stateside, so reports of consumers "being addicted" to the treat abroad is welcome relief.
