    Intel's (INTC) purchase of McAfee (MFE) makes financial sense, but it's a head-scratcher from a technology standpoint. Intel has $17.8B cash on hand, just sitting there and earning very little for its shareholders. But while the transaction follows similar deals that merge hardware and software, the synergy is not clear to all.

    Intel's (INTC) acquisition of McAfee (MFE) is expected to be "slightly dilutive" to earnings in year one, and approximately flat in the second year. The purchase is "consistent with our software and services strategy... especially around the move to wireless mobility." (PR)

    You've heard of "conflict diamonds." Now there's "conflict minerals," and a new provision buried in the financial reform law will force many manufacturers to check and possibly change their supply chain in order to eliminate conflict minerals. This will affect thousands of companies, covering everything from cars to computers to smartphones.

    Stocks have found a bit of direction as indexes reach intraday highs, and Nasdaq pulls to a 0.9% gain paced by volume in Cisco Systems (CSCO +3.4%) and Intel (INTC +1.9%). Natural gas still sliding, down 2.5% to $4.218; it's down 13% this month (and similarly slipped 19% last August).

    Barron's picks: A screen for cheap dividend payers (dividend yield over 3%, rising dividends over past 1 and 5 years, payout ratio below 50%, forward P/E below the S&P's average of 12x) turns up 13 large caps. The top 7 ranked by dividend yield are ETR (4.2%), COP (4.0%), NEE (3.8%), CVX (3.7%), JNJ (3.7%), CMS (3.5%) and ABT (3.5%).

    Nasdaq pushes through a 3% loss, the Dow's down to its 200-day moving average and no sector seems safe. Some tech names join financials and big index funds in the top 10 in volume: Cisco Systems (CSCO) -3%; Microsoft (MSFT) -1.4%; Intel (INTC) -2%. Crude now -2.2% to $78.46.

    Market recap: Stocks cut losses, then fell back again, after the Fed said it will reinvest proceeds from maturing MBS into the Treasury market. Tech stocks slumped after a report seeing a glut in PC components, hurting Intel (INTC) and Advanced Micro Devices (AMD) and dragging down the Nasdaq more than 1%. NYSE decliners led advancers nearly four to one.

    The “Fed said good things,” Jim Cramer says, so it's OK to "buy.” Bernanke “is not the problem,” he says; “It’s a Congress” focused on legislation that “cuts profitability.” Cramer also backs Bob Doll’s buy call on Intel (INTC -3.6%) below $20 as long as the company doesn’t pre-announce a shortfall within the next two weeks.

    Intel (INTC) shares are under pressure after a Baird analyst cut the stock to Neutral from Outperform upon finding “a sharp deterioration in PC-related order trends over the past week, following a below-expectation July.” INTC -2.6% premarket.

    In its settlement with the FTC, Intel (INTC -1.6%) is barred from requiring PC makers to buy chips exclusively from the company and from retaliating against customers if they do business with non-Intel suppliers. Intel also must modify intellectual property agreements with rivals such as Advanced Micro Devices (AMD -0.3%) and Nvidia (NVDA +0.9%).

    The FTC will announce detailed terms of its settlement with Intel (INTC) at a press conference tomorrow morning. The chipmaker had been charged with systematic anticompetitive tactics, and the settlement isn't monetary but related to practices.

    GE (GE) and Intel (INTC) are forming a 50/50 venture in a new healthcare operation expected to launch by year's end. The companies have collaborated before on bringing technology into homes of seniors and those with chronic conditions via "telehealth." (PR)

    Stocks move just into positive ground for the first time today after a low open, despite some heavy sales volume in tech stocks (MSFT -2.1%; INTC -1.1%; WFR -16.5%). The dollar's up against the euro and crude is lower: -1.3% to $77.33.

    ARM Holdings (ARMH +11.1%) inks a multi-year deal with Microsoft (MSFT +0.7%) to license ARM's architecture. Details are scarce, but analysts say the deal could result in Intel-heavy (INTC) Microsoft opening up Windows 7 to ARM, or that it may indicate Microsoft sees ARM-based devices in its future.

    Intel (INTC +2.1%) strikes a preliminary settlement with the FTC, Reuters reports, that will not cost the company any money but require it to extend changes under its earlier settlement with Advanced Micro Devices (AMD +0.2%) to graphics chips. The deal also will regulate Intel's use of volume discounts for both central processing and graphics chips.
