    China plans to subsidize the development of pure-electric and plug-in hybrid vehicles in the nation to reduce the nation's dependence on oil and cut emissions. The State Council's public goal of seeing 5M alternative-energy vehicles produced by 2020, blows away previous estimates and sets the prize high for a company able to knock out a technological breakthrough in the industry. EV-related plays include F,GM, TSLA, NSANY.OB, AVAV, ECTY, GACR.PK, KNDI, HMC, JCI, NRG, ZAAP.OB, VLKAY, and AONE.

    The White House's $1B+ attempt to build an industry of companies that make batteries for electric vehicles is going flat. Firms have few clients and operate well below capacity, and their futures are in doubt. A major problem is that the government gave grants that were linked to production timetables which weren't tied to demand.

    Demand for motor vehicles and parts rose 5.6%, according to this morning's release on durable goods. The reading marks the highest level for the category since last July. On watch: ALV, BWA, GNTX, JCI, TEN.

    Today's auto industry reality: Business is booming, profits are strong, but investors are indifferent. They want to see losses in Europe ending soon - not likely - and expanding margins. GM and Ford (F) are each down ~30% YTD; parts suppliers JCI and LEA aren't a lot better. An exception: Borg Warner (BWA), which has skied ~147% in three years.

    Shanghai authorities for the first time directly link lead pollution they say has sickened local children to emissions from a Johnson Controls (JCI) battery plant and indicate the facility won't be allowed to process lead in the future. JCI rejects claims its plant can be tied to the illnesses.
