    • The White House has confirmed that Health & Human Services Secretary Kathleen Sebelius is resigning and will be replaced by Sylvia Burwell, the director of the Office of Management & Budget, assuming the latter is confirmed by the Senate.
    • Sebelius' departure comes after she said in October that she should be held "accountable for the debacle" of the launch of Obamacare, although the program did reach the government's target of 7M sign-ups by the end of March. She said yesterday that at least 7.5M people have enrolled.
    • One of Burwell's first challenges will be to work with health insurers as they set prices for Obamacare plans in 2015, which industry executives have warned could rise sharply.

    • National healthcare spending grew less than 4% for the fourth year in a row in 2012, rising 3.7% to $2.8T, a report by the Centers for Medicare & Medicaid Services shows.
    • As a proportion of the total economy, expenditure edged down to 17.2% from 17.3%.
    • The authors of the report said that the continued slow increase in spending was due to the lingering impact of the recession but that Obamacare has had a limited effect. However, the White House said the figures vindicated the President's signature policy.
    • The authors were also cautious about whether the trend will continue, or whether growth will return to the higher levels experienced prior to the recession.
    • The cost of hospital care rose 4.9% in 2012 and that for doctors' services and outpatient clinics 4.6%, although spending on prescription drugs increased just 0.4%, due to patent expiries.

    • Early reports from health providers and online medical booking service ZocDoc indicate that demand for care from those who bought insurance under Obamacare has been modest so far.
    • There have been fears that the technical problems of the government's HealthCare.gov Web site would cause a flood of patients who thought they had bought insurance to request care only to find that they weren't yet covered.
    • The actual pace of demand should give insurers more time to process the applications that they need to enter into their systems and issue membership cards.

    Lone Pine raises a few bets this quarter, upping its stakes in Gap (GPS) from 11.2M to 21.5M shares, Kinder Morgan Energy Partners (KMP) from 4.2M shares to 17.6M shares and Michael Kors from 5.2M to 9.2M shares. It cuts postitions in Dollar General (DG) from 13.4M to 3.7M and Owens Corning from 2.5M to 940K, and liquidates positions in Ariba (ARBA), El Paso (EP), Green Mountain Coffee (GMCR), Medco Health (MHS), TripAdvisor (TRIP) and Wynn Resorts (WYNN).

    Express Scripts (ESRX +3.3%) completes its $29.1B purchase of Medco (MHS -1.3%) following the FTC's approval of the deal. Three senior Medco execs will join Express' top team, although that doesn't incldue Medco CEO David Snow. Despite its dispute with Express, Walgreen's (WAG +2.3%) contract with Medco will be honored.

    After coming off of a trading halt that followed an announcement of FTC approval for the Express Scripts (ESRX)-Medco Health (MHS) merger, shares of both companies trade higher. ESRX +3.1% premarket, MHS +0.7%.

    The FTC officially approves the Express Scripts (ESRX)-Medco (MHS) merger after word came in last week that an approval was expected. Shares of ESRX and MHS are both currently halted for trading.

    While Express Scripts (ERX) and Medco (MHS) hope to close their $29.1B deal next week, two pharmacy groups and nine retail pharmacy companies file a lawsuit asking a federal court to stop the transaction. However, if the government OKs the deal, the chances of the lawsuit's success aren't great, says an antitrust expert.

    Fossil (FOSL) will be added to the S&P 500. The company will replace Medco Health (MHS), which will soon be acquired by Express Scripts (ESRX), provided regulators don't get in the way. FOSL +2.3% AH.

    Express Scripts (ESRX) tips off in a filing with the SEC that it expects to close its hotly contested deal to merge with Medco Health (MHS) as early as the week of April 2. Shares of MHS +5.6% premarket, ESRX +4.7%.

    Over 25 states are investigating Express Scripts' (ESRX) proposed $29.1B acquisition of Medco (MHS) for possible antitrust violations, Bloomberg reports. Five of the states, including New York and California, are considering lawsuits to challenge the deal should the FTC approve it.

    Express Scripts (ESRX) and Medco (MHS) are delaying the closing of their merger to give antitrust regulators extra time to review the deal which would create the largest U.S. pharmacy benefits manager, according to an SEC filing. ESRX +1.5%, MHS +1.5% premarket.

    The FTC is increasingly unlikely to block the Express Scripts (ESRX +1.8%)/Medco (MHS +1.7%) deal, reports the WSJ. It's not a surprise, but the stocks get a nice pop on the news.

    Even as nearly everyone concedes Express Scripts' (ESRX) takeover of Medco (MHS) will receive the regulatory OK, Bloomberg figures there may still be time for "a nice trade to play." If the deal closes on March 30, traders who bought the stock at yesterday’s closing price would still enjoy a 91% annualized return, far ahead of any other major current deal.

    On a day when it announced a major deal with the AARP, but delivered an uninspiring sales report, Walgreen (WAG -0.4%) is being downgraded to Underperform by BofA. The firm expects the loss of Medco Health's (MHS) pharmacy network 90 days after its acquisition by Express Scripts (ESRX) to lead to additional sales pressure, and thinks declining volumes will have a long-term effect on the pharmacy's ROIC.
