    • Among the principles the Republican-led House Judiciary Committee thinks should guide the creation of a national online sales tax law: Internet companies shouldn't face "new or discriminatory taxes not faced in the offline world;" online and offline retailers should be "on equal footing;" laws should be simple and compliance costs low; businesses should have the right to protest unfair treatment, and state governments "should be encouraged to compete with one another to keep tax rates low ."
    • EBAY, which hosts many merchants collecting little or no sales tax and has opposed national sales tax law efforts, says it's "very encouraged" by the principles. A trade group pushing for a national law calls the principles a "great first step."
    • Though the Senate signed off on an online sales tax bill in May, the bill has been mired in the House since then.
    • Amazon (AMZN), which collects tax from a large and growing portion of U.S. customers, has backed the bill. Other e-commerce-related names that stand to be directly or indirectly affected by the passage of a law: OSTK, NILE, ECOM, SALE.

    • Shares of Zales (ZLC +4.8%) continue to run after the jeweler's FQ4 beat. The stock is up 49.7% since the company announced results on Aug. 28.
    • Diamond jewelers Blue Nile (NILE +3%), Tiffany (TIF +1.9%), and Signet (SIG +0.4%) are up on the day as well and are outperforming the broader S&P retail sector (+0.8%).

    By a 75-24 margin, the Senate has passed a non-binding vote of approval for a bill allowing states to collect sales taxes from online retailers with $1M+  in annual sales and no presence within a given state's borders. The margin of victory suggests a filibuster shouldn't be a problem when a binding vote is made. Amazon (AMZN) and eBay (EBAY) have already begun collecting in a number of large states, and many investors have already assumed collections will expand in time. (previous)

    Democrats and the GOP are working together on a bill in Congress to resolve the online sales tax issue. The latest iteration of the bill looks likely to be finalized and sent to President Obama's desk this year. With online sales now repping more than 5% of all of retail sales, states will bring in significant revenue while larger Internet-based retailers will lose some pricing power. Though Amazon (AMZN -1.4%) is the obvious target to take a hit - that expectation could already be baked into its share price - and it could be smaller Internet shops such as Blue Nile (NILE +1.2%) or Overstock.com (OSTK +0.2%) which feel the pain.

    RBC Capital weighs in on Blue Nile (NILE) following the retailer's disappointing Q4 report. The firm keeps an Outperform rating in place as it notes the online seller added new customers at an 18% clip but pulls back the reigns on its price target to $38 from $48. NILE -4.1% premarket.

    State tax collectors in California plan to ramp up efforts to force Internet businesses to collect sales tax by hiring new auditors and lawyers to get the point across. Though big fish Amazon has already been reeled in, companies such as Overstock.com (OSTK) and Blue Nile (NILE) are swimming around unfettered at the moment.
