    Democrats and the GOP are working together on a bill in Congress to resolve the online sales tax issue. The latest iteration of the bill looks likely to be finalized and sent to President Obama's desk this year. With online sales now repping more than 5% of all of retail sales, states will bring in significant revenue while larger Internet-based retailers will lose some pricing power. Though Amazon (AMZN -1.4%) is the obvious target to take a hit - that expectation could already be baked into its share price - and it could be smaller Internet shops such as Blue Nile (NILE +1.2%) or (OSTK +0.2%) which feel the pain.

    RBC Capital weighs in on Blue Nile (NILE) following the retailer's disappointing Q4 report. The firm keeps an Outperform rating in place as it notes the online seller added new customers at an 18% clip but pulls back the reigns on its price target to $38 from $48. NILE -4.1% premarket.

    Blue Nile (NILE -1.5%) CEO Harvey Kanter extolls the online retailer's future on Squawk on the Street (video) with his belief the price differential between the 150K diamonds being sold on the company's site and the gems from brick-and-mortar rivals will keep sales churning. A key for the company to boost profits is to start to see marketing expenditures pay off, especially with women.

    State tax collectors in California plan to ramp up efforts to force Internet businesses to collect sales tax by hiring new auditors and lawyers to get the point across. Though big fish Amazon has already been reeled in, companies such as (OSTK) and Blue Nile (NILE) are swimming around unfettered at the moment.

    Shares of Zale (ZLC +2.7%) and Blue Nile (NILE +2.5%) get a lift from Tiffany's Q2 results. It's a bit of a curious move as the company's report didn't paint a particularly pretty picture of the sector. On top of that, TIF's jump could be influenced by shorts taking profits off the table as visibility has cleared on the name.

    Shares of Blue Nile (NILE) skyrocket 27.1% premarket after the company beat estimates with its Q2 report. The company's full-year guidance of $0.70-$0.85 came in over the consensus mark of analysts and brings up the question if the company is catching jewelry buyers trading down from higher-priced brick-and-mortar sellers such as SIG, TIF and ZLC.

    Blue Nile (NILE +3.1%) launches a Japanese-language version of its website that will allow customers in Japan to buy online for the first time in their own language. Though it only ranks 10th in population, the nation is the second biggest buyer of luxury goods.

    Citadel more than doubles its stake in Blue Nile (NILE) to take it up to 5.55%, according to a 13G filed with the SEC. The hedge fund player is a buyer into a downtrend, with shares of the online jewelry seller off 29.8% YTD on ongoing concerns of weak high-end and global demand.

    Blue Nile (NILE +11.7%), hammered following its Q4 report, is rallying strongly after its Q1 report. Though EPS missed estimates, the online diamond seller's in-line sales guidance is better than many feared. Blue Nile expects Q2 revenue of $87M-$91M and EPS of $0.04-$0.10 vs. a consenus of $89.6M and $0.16, and 2012 revenue of $384M-$417M and EPS of $0.70-$0.85 vs. a consensus of $387.6M and $0.75.
