    Dire predictions that defense firms will be legally required to send dismissal warnings to tens of thousands of employees if Congress doesn't stop the looming automatic cuts is just a lobbying tactic, says employment lawyer Margaret Keane. "Are we really talking about complying with the WARN Act, or are we talking about political pressure being applied?" Keane asks.

    Northrop Grumman (NOC +0.2%) has been selected to supply the Platform Management System for the Royal Navy's fifth Astute-class submarine, Anson. NOC will partner with BAE Systems' (BAESY.PK) Maritime-Submarine division, who will install the PMS equipment, which controls and monitors the submarine's platform machinery and onboard systems.

    Stifel Nicolaus says defense stocks are near a bottom and looking like attractive long-term opportunities. The firm resumes coverage on Raytheon (RTN +0.1%) with a Buy, saying its international business, 3.6% dividend yield and relatively undersized exposure to big ticket items make it more attractive than its peers. It also starts Lockheed Martin (LMT -0.1%), General Dynamics (GD -0.6%), Northrop Grumman (NOC -0.8%) and L-3 Communications (LLL -1.2%) with a Hold, saying they still need to come in a bit more.

    The National Association of Manufacturers says the looming cuts in Pentagon spending that would begin in January will lead to the loss of more than a million jobs, including 130K manufacturing jobs, by 2014. It's the latest warning by industry groups and think tanks about the impact of spending cuts put into law last year by the Budget Control Act.

    Senator McCain steps up to say that he's open to tax increases as a way to boost revenue as part of the deficit reduction plan. The Senator has long been a staunch advocate of a strong defense policy, and has been a vocal proponent of rescinding the sequester that would cause defense spending to be significantly reduced starting in 2013.

    You don't wait for the hurricane to arrive before boarding up the windows, says BofA's Mike Hanson, already seeing evidence of corporate spending caution ahead of the so-called 2013 fiscal cliff. Defense contractors are most fearful as that part of the budget would be an easy target for massive cuts.

    Goldman puts together a list of firms with the most exposure to government spending and so would be in danger of falling off of Ben Bernanke's fiscal cliff if the "sequestrations" kick in. Among those that could be "government agencies," as Business Insider would have it, are Lockheed Martin (LMT) with 97% exposure, Northrop Grumman (NOC) with 90% and Raytheon (RTN) with 86%.

    Northrup Grumman (NOC +0.6%) may be blowing smoke by raising estimates earlier this week in the face of looming budget cuts, says Motley Fool contributor Mary Posey. Despite posting better-than-expected Q1 results, the company saw anemic growth and an 8% decline in sales Y/Y. The Pentagon's budget for FY13 is already looking dismal, and any cuts would deeply affect some of the company's top selling programs.
