    More on the ICE/NYSE hookup: Following the purchase, ICE plans to try and spin off Euronext - NYX's European stock exchange operation. The "crown jewel" of this deal is NYX's European derivatives operation - the Liffe, and ICE just paid a lot to get it. CME Group +0.2% premarket. ICE -4.1% premarket, but has been halted since 90 minutes before the official announcement. NYX remains halted.

    IntercontinentalExchange (ICE) agrees to buy NYSE Euronext for a whopping $33.12/share, or about $8.2B, with a mixture of stock and cash. The price represents a 37.7% premium to NYX's closing price yesterday. NYSE shareholders will own about 36% of ICE after the sale. (PR)

    Look for ICE to maybe sell of NYSE Euornext's (NYX) stock exchanges should it acquire (news pending) the company, say analysts. The reported bid seems all about acquiring the Liffe, thus allowing ICE to compete in the European derivatives arena with rival CME Group.

    NYSE Euronext (NYX) and IntercontinentalExchange (ICE) shares are halted from premarket trade with news pending. Last night, it was reported the acquisition of the NYSE by the ICE was imminent. NYX gained 21% AH. ICE -4% premarket.

    IntercontinentalExchange (ICE) is back in talks with NYSE Euronext (NYX) and could announce a full takeover of the Big Board as soon as tomorrow, multiple sources are reporting. ICE (worth about $9.3B) was part of a combined bid with Nasdaq OMX (NDAQ) for NYX (worth about $5.8B) last year that came apart under antitrust scrutiny; this deal would likely be a mix of stock and cash. NYX +12.3% AH; ICE +2.9%.

    The SEC is widening an investigation into stock exchanges, particularly in relation to order types. These enable investors to control how their buy and sell orders are treated, and can benefit high-speed traders. The concern is that some firms receive more information than others about how a bourse's system operates, giving them an unfair advantage.

    In an effort to rachet up the pressure on wholesalers and win back market share from off-exchange venues, Nasdaq OMX (NDAQ) plans to offer retail investors a discount on orders, starting in early 2013. Nasdaq program would be similar to the program launched by NYSE Euronext (NYX) in August, which discounts stock orders by fractions of a penny.

    Update on market plans: Stock, bond and derivatives markets will open as normal Wednesday. NYSE (NYX) reports its "building and systems" are undamaged - and a solid opening there will be vital to other electronic systems.     The NYSE (NYX) says it's currently expecting to open Wednesday, critical because of its role in providing key opening and closing auctions on the last day of the month. The goal: a normal 9:30-4:00 trading session. The exchange, along with Nasdaq OMX (NDAQ), BATS and Direct Edge, continues to test a backup solution that would route trading through the Arca platform if the floor can't open.

    NYSE Euronext (NYX) prepares to implement a contingency plan this morning as its looks to resume some sort of trading despite Hurricane Sandy. NYSE intends to offer companies the ability to test opening and closing auctions on its Arca electronic exchange from 8-12 ET. Nasdaq (NDAQ) plans to operate its production system in a testing capacity from 7:30-12.
