This is the first state-based ETF. If ETF investors had been asked a year ago which state would be first to have its own ETF, I doubt that Oklahoma would have been a popular guess. The Oklahoma based sponsors have plans for a similar Texas fund. Both will feature a portfolio of companies headquartered in their respective states.</p>]]>

Markets rebounded from their lows on Monday as they were reassured by General Electric (<a href='http://seekingalpha.com/symbol/ge' title='More opinion and analysis of GE'>GE</a>) that it will maintain its dividend payment in 2009, which boosted the stock by over $2 in one day. Several more dividend stocks rewarded their patient shareholders with a raise in their quarterly payments. Dividends are normally paid out of earnings and are often used to measure a company&rsquo;s financial condition. Only the companies that are experiencing significant increases in free cash flow will be in a position to provide a growing stream of dividend payments to their stockholders.<br><br>Enbridge Inc (<a href='http://seekingalpha.com/symbol/enb' title='More opinion and analysis of ENB'>ENB</a>), which engages in the transportation and distribution of crude oil and natural gas, announced that its Board has approved a 12% increase in its quarterly dividend from $0.33 to $0.37 per common share.         <![CDATA[On Wednesday, <a href="http://utility.seekingalpha.com/article/23990">I wrote an article</a> about the effect of the price of oil on certain utility stocks. Today, I am writing about how coal can have a similar effect on a much larger group of utilities.

As you can see from the chart, courtesy of the Energy Information Administration Division of the U. S. Department of Energy, the NYMEX price of Central Appalachian Coal Futures is the lowest it's been in the last three years. You will notice that the tiny orange line on the left next to the $40 and trending downward, is lower than the blue 2004 line, the purple 2005 line, and the green 2006 line [with the exception of a short period in November].

<p>As of the end of last week, the price per ton was $38.75, far below its high of $63 back in August and September of 2004.
