    Ford (F) says it’s cutting consumption of rare earths used in its hybrid and electric cars by 500K lbs./year and will save hundreds of dollars per car in the process. But shares of rare-earth leader Molycorp (MCP +5.6%) shoot higher anyway, adding to gains a day after China announced a 40% cut in the number of permits to mine rare earths. REE +5.7%, AVL +4.5%.

    Molycorp (MCP +4.8%) shares rip higher on a report that China is reducing rare earth mining licenses by 40%. The number of licenses had been 113, according to Securities Journal. The news is seen as positive for companies holding existing licenses as future competition may now be limited. Also on the move: REE +3.4%, AVL +2.6%.

    China bows to pressure and increases this year's quota of rare earths by 2.7% to 30,996 metric tons. It's the first raise since 2005 and follows a slashing of the allocation in 2009. However, it's all largely symbolic, as exporters only used up half of last year's quota, with foreign sales down this year as well.

    Shares of Molycorp (MCP -5.6%) hit a 52-week low as the WTO reportedly launches an investigation into China’s export quotas and tariffs on rare earths, tungsten and molybdenum. The average Chinese export price of rare earth oxides soared 537% in 2011 vs. 2010 and was 10% higher Y/Y in the first five months of 2012, according to Bloomberg data. REE -3.7%, AVL -1.4%.

    While downgrading Avalon Rare Metals (AVL), Dahlman Rose's Anthony Young finds two stocks he likes in the rare earth sector: Molycorp (MCP) and Rare Element Resources (REE). The two have the "highest likelihood" of completing projects and generating cash flow in the current environment, he says.

    Rare earth stocks give up much of their big early gains that followed a report of China hoarding the materials as prices continue to fall. Upon closer scrutiny, little is known about how much is going to stockpiles, whether exports will cease, how China would get prices up without foreign customers and whether it will exempt Chinese end-users. MCP +1.1%, AVL +2.5%, REE +1.7%.

    Rare earth stocks (REMX +1%) extend yesterday's gains as rumors of tighter regulation on rare earth mining production from Chinese authorities gain traction, with a new report from Xinhua sparking further interest today. MCP +8.8%, REE +6.8%, AVL +5.2%.

    China's new tax permits on rare earth miners (REMX +3.3%) there will enable the government to control supply "to a certain extent" by forcing producers to sell their finished products based on production and export quota allocations, Rahul Jalan writes. Previous efforts to control rare earths have sent prices outside China skyrocketing, but today's market reaction could foreshadow a different outcome.

    An end to China's monopoly on rare earth minerals (REMX) is in sight, Paul Martyn writes. North America has quietly invested significant money and resources into the domestic mining of rare earths, he says, with 35 projects at various stages of development outside China; even a 10% shift in market share would have a positive ripple effect on U.S. manufacturing and technology.

    Rare earth stocks trade higher following a report that China will begin issuing a new special tax permit to all rare earth producers that will be required in order to legally produce light rare earths, such as cerium and lanthanum, and the concentrates from which all rare earths are derived. MCP +2.7%, AVL +2%, REE +1.3%.

    Molycorp (MCP) pops on a Bloomberg report seeing the company as a takeover play, and suggesting BHP and Rio Tinto (RIO) as possible buyers. One hedge fund manager (long the stock?) suggests the firm could fetch $60/share against the Friday close of $33.83. Shares +3% premarket.

    Molycorp (MCP +4.7%) adds to Tuesday's big gains after Morgan Stanley reports Chinese rare earth prices jumped 10% on average yesterday, per industry site Metal Pages. The firm adds it continues to believe rare earth prices have fallen to a level that will stoke demand, and predicts a seasonal pickup will will help stabilize prices. REE +2.3%. (previously)

    Molycorp (MCP +7.3%) leads rare earth producers sharply higher, perhaps fueled by a 363% Y/Y profit gain reported overnight by Baotou Steel Rare Earth (which closed 8.4% higher in Shanghai). Still, the company says retreating rare earth prices from last year's H2 show no signs of rebounding.

    The construction of a large rare earth metal refinery in Malaysia may be delayed further, as controversy continues to surround the project. Opposition parties in Malaysia are refusing to cooperate with a probe into the safety of the proposed plant, which is owned by Lynas of Australia and is one of two giant projects designed to break China’s near-monopoly on the production of rare earths.

    Molycorp (MCP +3.8%) shares are moving up on heavy volume after Pres. Obama, the EU and Japan ask the WTO to help increase China's exports of rare earths. But Dahlman Rose notes that given the massive drop in rare earth prices YTD, a negative WTO ruling may have no meaningful impact on prices. AVL +3.6%, REE +10.7%.
