    Even as the Chinese government makes some modest efforts to ease overall export quotas on rare earth minerals following a WTO censure, it's moving to tighten quotas in other respects, such as bringing more byproducts under export limits. Rare earth prices have soared in 2011, a boon for miners such as MCP, AVL, and REE.

    Rare earth miners are shooting higher after a paper from GE's Lighting division, which relies heavily on rare earth minerals, states that "further price increases seem highly likely." GE also suggests stockpiling by dealers due to soaring prices is making a bad situation worse. MCP +5.3%. REE +4.9%. SHZ +7%. AVL +4.7%.

    Following a WTO censure, China is restoring export curbs on rare earth metals to near-2010 levels. However, the EU isn't satisfied, with one official saying a first analysis shows "no noticeable change" in exports to the EU. Rare earth miners are moving lower today. MCP -2.3%. AVL -2.4%. REE -1.3%.

    In response to the WTO's censuring of China for its rare earth metal export restriction policies, China's deputy commerce minister has said the country will be "improving" its regulation of rare earth exports. Chinese export restrictions have contributed to soaring rare earth metal prices.

    On a breathtaking tear all year, rare earth metals prices fall M/M for the first time in June, according to Lynas (LYSCF.PK). "There are whole industries disappearing at the moment" because of high prices, says a producer. China is expected to announce rare earth export quotes for H2 in the coming days.

    Shares of rare earth companies soar after reports a competitor's large refinery in Malaysia faces problems. The Australian Stock Exchange halted trading yesterday on Lynas Corp. (LYSCF.PK -8.8%) in advance of a news conference outlining its safety issues. Gainers: MCP +6.2%, REE +3.9%, AVL +4.6%.

    Already up sharply this year, rare earth prices steepen their ascent, with some doubling over the last 3 weeks. "It's a bubble," says a trader, "there is no end use that can stand the price." Rare earth miners are sharply higher premarket. MCP +4.3%, AVL +4.0%.

    Rare Earth Resources (REE) +7.3% premarket after reporting an upgrade and significant increase of rare-earth mineral resources at its Bear Lodge project in Wyoming. The new report shows a 20% increase in total resources vs. earlier estimates. Also: MY +6.7%, AVL +2.1%, MCP +0.4% premarket.

    Goldman Sachs analysts predict a glut in rare earth supplies by 2013 as new mines open to take advantage of massive price increases. The bank's view is in direct contrast with rare earth producer Lynas (LYSCF.PK +6.9%) who says the world's major exporter (China) is on the verge of becoming a net importer. MCP -3.7%, AVL -7.0%.

    Molycorp's (MCP +6.1%) price target is raised to $90 from $74 at JPMorgan as domestic Chinese rare earth prices continue to climb higher. "Rare earth prices will not fall as significantly as the market anticipates as new supply eventually comes on line outside of China... current Chinese domestic prices are supportive of MCP's valuation." SHZ +5.1%, REE +4.1%.
