    • TowerJazz's (TSEM) CEO Russell Ellwanger said of media reports claiming the company would buy 3 chip plants from Panasonic (PCRFY) for ~$100M, "I am not confirming about Panasonic but Panasonic is a very, very good semiconductor company with good technologies."
    • Ellwanger noted that TowerJazz is keen to find acquisitions that increase capacity through well-run factories, but that "Any type of acquisition we look at would be a few million dollars of cash or equity but nothing more than that."
    • The remarks may simply be the drawing of a line in the sand as TowerJazz negotiates with Panasonic, which has long made its intention to divest large parts of its semi operations clear.

    • TowerJazz (TSEM) inks a Memorandum of Understanding with non-profit Shanghai International Commerce Center to provide TowerJazz's technical/manufacturing capabilities using the company's mixed-signal CMOS and power technologies.
    • Through the partnership, TowerJazz aims to expand its access to Chinese IC companies and other potential customers.
    • TowerJazz's revenue from the Asia-Pacific region represented 10% of overall sales in 2012, up from 8% in 2011.

    • The Indian government has signed off on the construction of two local chip manufacturing plants, but hasn't yet decided who will get to build them. A consortium featuring IBM, TowerJazz (TSEM -1%), and Indian firm Jaiprakash Associates has submitted a proposal, and so has a consortium featuring STMicroelectronics (STM +1.3%), Malaysian chipmaker Silterra, and would-be local foundry Hindustan Semiconductor.
    • Investments in the plants are expected to total 515.5B rupees ($8.1B). Relative to several East Asian countries, India has been a chip manufacturing laggard, but fresh government incentives and an interest in better servicing Indian electronics manufacturers and (indirectly) consumers are leading chipmakers to give the country another look.

    Analog chipmaker Vishay (VSH +3.7%) jumps after Stifel upgrades shares to Buy and sets a $13 PT. Meanwhile, Israeli foundry Tower Semiconductor (TSEM +10.1%) is shooting higher after announcing it has expanded an outsourcing deal with Vishay to cover additional Vishay chip families.

    As part of its aggressive 2012 capex plans, Samsung (SSNLF.PK) is looking to nearly triple the capacity of its chip foundry business, according to Digitimes Research, with a focus on expanding the production of high-margin logic chips such as Apple's A5 CPU. Samsung's efforts could lead to additional price and margin pressure for rivals such as TSM, UMC, SMI, and TSEM.

    The bad times seen by Taiwanese chip foundries TSMC (TSM) and UMC (I, II) may extend into 2012: DigiTimes' sources claim the companies could see double-digit Q/Q revenue drops in Q1, worse than typical seasonality. In-line with a Gartner forecast, the sources don't expect orders to pick up until Q2. Foundries TSEM and SMI, and chip packaging firms ASX, SPIL, and AMKR, could also be at risk.
