nimbyism prevents new plant construction and new x-mission line construction. california set itself up for the enron ripoff by reliance on distant power sources & lack of redundancy in x-mission facilities. fortunately there is one partial cure - repowering of older facilities by coal gasifiers/gas purification systems/CCGT, this was done @ terre haute IN using Destec (Dow) technology.> jack Reply
