    Setting an April 3 debut for the iPad has helped push Apple (AAPL +3.7%) to its all-time high of $218.50. Heavy dollar volume in AAPL is lifting tech as a sector, with the notable exception of Microsoft (MSFT -0.4%) - whose iPhone catch-up "Project Pink" is rumored to be coming to Verizon Wireless (VZ, VOD).

    "Wireless simply cannot be described as a growth industry any more," says Bernstein Research, citing measly 2.6% growth in 4Q09. The report says 2010 expectations "look too optimistic," suggesting lower-than-forecast revenue growth at Verizon Wireless (VZ, VOD), AT&T (T), Sprint (S), T-Mobile (DT) and others.

    According to PC World's newest 13-city 3G network performance test, AT&T's (T) much-maligned 3G network has indeed undergone a drastic makeover. Download speeds were 84% better than they were eight months ago - and a full 67% faster than rivals Sprint (S), T-Mobile (DT), and Verizon (VZ, VOD).

    The deal that Verizon Wireless (VZ, VOD) made with Skype is fascinating but still requires users to pay for a voice component - which means that if it's a game-changer, the change may still be a ways off.

    The latest from the Mobile World Congress: Verizon (VZ) has reached agreement allowing smartphone users who have data plans to use Skype, Research in Motion (RIMM) launches a new BlackBerry web browser, and HTC unveiled its new Desire handset with many features similar to Google's (GOOG) Nexus One but at a potentially lower price and wider distribution.

    The FCC will propose a minimum broadband access speed for Americans, hoping to bring 100 mbps to 100M households - more than 20 times typical speeds - as pressure builds on telecoms (including CMCSA, TWX, T, VZ) to loosen control of Web access in the wake of a Google (GOOG) gigabit fiber project announcement.

    AT&T (T), Sprint (S) and Verizon (VZ) launch a 24-member alliance looking to unseat Apple's (AAPL) App Store. "The alliance's stated goal is to create a wholesale applications ecosystem that will establish a simple route to market for developers to deliver the latest innovative applications and services to the widest possible base of customers around the world."

    Another milestone in mobile phone companies' migration to selling data instead of voice may come next Tuesday, if Verizon Wireless (VZ, VOD) announces that voice app Skype is working across its network, as with AT&T (T). (previously)

    The FCC is considering a plan where AT&T (T) and Verizon (VZ) would be forced to share Internet lines with rivals in providing Web services to small businesses. The idea, proposed by Cbeyond Inc. (CBEY), is supported by the Small Business Administration. The FCC's decision "will significantly impact investment in fiber-based networks," Corning (GLW) said in a filing with the agency.

    Leap Wireless (LEAP) bounded +13% into the close on reports it's hired Goldman Sachs to help it consider a merger or sale - possibly to Verizon Wireless (VZ, VOD) or AT&T (T). Yet the news could be designed to prod MetroPCS (PCS +5.3%) to act - just two and a half years ago, Leap rejected overtures from MetroPCS that valued Leap at $4.7B; today Leap's market cap is around $1B.
