    Royal Dutch Shell (RDS.A, RDS.B) says it has contained oil leaked from a failed pump within a flowstation on Nigeria's Nembe Creek, though local residents dispute this and say a spill has spread to mangrove swamps. ExxonMobil's (XOM) is investigating a spill near its facility off Nigeria's southeast coast, but has yet to give an assessment of it.

    Nigeria's oil spill agency directs ExxonMobil (XOM) to clean up oil sighted on the shoreline near the company's Qua Iboe oil terminal while investigation into the source of the spill is completed. Lawmakers will decide on the ultimate amount of fine as early as September.

    ExxonMobil (XOM) begins investigating a possible oil spill near its facility off Nigeria's southeast coast, where local fishermen say waters where they fish are covered with a toxic film. Oil spills are common in Africa's top energy producer, where thousands of barrels are spilled every year and lax enforcement means there are few penalties.

    Ukraine confirms a report that it has chosen a consortium headed by ExxonMobil (XOM) and Shell (RDS.A) to explore the Skifska oil and gas field in the Black Sea. Skifska has reserves of 200-250B cubic meters of gas and is expected to eventually provide 5B cubic meters annually.

    Ukraine approves a Black Sea oil and gas exploration bid led by ExxonMobil (XOM +0.1%) and Royal Dutch Shell (RDS.A +0.4%) in a "paradigm shift" to reduce reliance on Russian fuel imports, FT reports. The group, which also includes Ukraine's Nadra and Romania's OMV Petrom, is selected in a tender process over Russia's Lukoil (LUKOY.PK -0.2%).

    Many energy stocks trade "near liquidation value," and the group is valued at "trough" levels, some analysts say, as the price ratio of energy stocks relative to the S&P 500 is near lows reached at the 2009 market bottom and in 2010-11. Among favorites: CVX, XOM, RDS.A, APA, APC, HES, HAL, SLB. Avoid gas-oriented issues such as CHK, SWN, ECA.

    TransCanada (TRP) plans to hold a non-binding public solicitation of interest to ask Alaska's big gas producers XOM, BP and COP if they support a pipeline project that would send liquefied natural gas from the North Slope to buyers overseas. TRP's original plan for an over-land pipeline may be giving way to an alternative plan to super-cool the gas and ship it overseas to buyers in Asia.

    ExxonMobil (XOM +0.8%) is downgraded to Neutral form Buy at UBS because of "disappointing" production trends and increasing reliance on asset sales to hit earnings numbers. XOM is trading above its five-year average P/E ratio and above ratios at other oil companies, the firm says, and there's a risk it could reduce its rate of share repurchasing. (also)

    Exxon's (XOM) Q2 results received a boost from one-time gains, but Barron's keeps the faith that the energy giant should reward patient investors. XOM's long-term earnings growth rate of 9% is robust vs. negative analyst estimates for CVX and COP. It also boasts the highest return on equity of the three, above 25%, and its $15.35B in free cash flow dwarfs that of its peers.

    Exxon (XOM +1.3%) has missed its targets in back-to-back quarters, and oil-equivalent production remains flat, but it is making strides to improve production in future quarters, an Edward Jones analyst says. In its conference call, XOM said it's now operating 10 rigs in the Bakken shale field and efforts to produce oil out of its Kizomba project in Angola are running ahead of schedule.

    More on ExxonMobil (XOM): Q2 EPS excluding one-time items was $1.86, missing analyst estimates of $1.95. Revenues totaled $127.36B vs. $115.08B expected and $125.49 in the year-ago period. Oil-equivalent production essentially flat. Capital spending fell 9% to $9.33B. Shares -1.2% premarket.

    Russia's Rosneft signs an agreement with Italy's Eni (E -4%) to finance exploration at two offshore fields in the Arctic and one in the Black Sea, advancing a cooperation deal signed in April. Eni's investment will be returned from the project's cash flows once production is launched. Rosneft recently has signed a number of deals with foreign firms, including XOM and STO.

    Iraq's prime minister says Pres. Obama sent a letter backing his concerns over ExxonMobil's (XOM) oil deal with the Kurdistan region, and other sources say the administration is discouraging moves into the region. The PM's statement is issued as Chevron (CVX) confirms its purchase of 80% of two blocks in Kurdistan, a move sure to infuriate the central Iraqi government.

    European shares are at their lowest valuation relative to the U.S. in 40 years, says BCA Research, which advises not pulling the trigger until a "market riot" finally forces the ECB to become more like the Fed. Ideas: Total (TOT) and Shell (RDS.A) sell at far lower multiples and higher yields than XOM. Sanofi (SNY) and Siemens (SI) - stunningly cheap.
